The imposition of a No-Fly Zone would entail U.S. cruise missile strikes on Damascus, and other SAA/SyAAF strongholds, with the goal of regime change. These "humanitarian" strikes would result in tens of thousands of civilian casualties, allow for a complete al-Qaeda/ISIS/Muslim Brotherhood takeover of Syria and likely cause wider regional war/chaos (perhaps the intent).
