But the BBC reported that a doctor who administered first aid to the collapsed Yulia Skripal for 30 minutes was not affected at all. Another doctor, Steven Davies who heads the emergence room of the Salisbury District Hospital, wrote in a letter the London Times:
    "... no patients have experienced symptoms of nerve agent poisoning in Salisbury and there have only been ever been three patients with significant poisoning."
But Porton Down did not agree with the British government to claim that the supposed nerve agent was "made by Russia." It only agreed to the compromise formulation "of a type developed by Russia" i.e. it could have been made anywhere.
 Both are involved with Russian mafia emigres in Britain like Boris Berezovski and the deceased Alexander Litvinenko who's father says that he was killed by an MI6 or CIA guy.

One thing I am 99% sure of is that MH17 was not downed by a surface-to-air missile like the BukM1 because of the highly visible column of smoke left by such a missile which lingers on for a long time (up to 30min depending one wind conditions).  The launch is also very noisy.  So while we have seen the recent testimony of a Ukrainian solider who confirmed that the Buk # 312 allegedly belonging to Russia was, in fact, Ukrainian, I do not believe that this Buk was actually used to shoot down MH17.

Of course there’s the immensely handy fact the “nerve agent” allegedly used is “Russian” too. Novichok no less, a Soviet-era toxin from the 1980s, described on Wikipedia as “the most deadly nerve toxin ever made.”
Though it wasn’t only produced in Russia, but in Uzbekistan.
And by the way the US has been “helping” Uzbekistan clean up its chemical weapons sites since 1991.
And of course Russia had destroyed all its chemical weapon stockpiles by 2017.

While this is an historical embarrassment, it's critical that we remember that the vast intelligence agencies of both the US and the UK were deeply complicit in promoting the false narrative that Saddam had vast stores of chemical weapons, claiming that he was within 45 minutes of launching massive and damaging strikes against American and British targets.

Of course, no such chemical weapons existed. There were no stockpiles of WMDs. The Iraqi military also had no means of delivering them, via missiles or aircraft. And more to the point, Saddam had never once threatened to do so at any point in time.

It also planted lots of rumors. On March 9 it was said that the poison likely came from inside Mr. Skripal's house. Three days ago claims were made that it was smeared on the door handle of Skripal's car, today it is supposed to have come out of the suitcase of Skripal's daughter. All these claims are based on leaks from anonymous official sources. It is likely that none of them is true.
Today, twelve days after the incident, it is still unknown what chemical substance the alleged poison exactly is and where and how it was administered.
Former British ambassador Craig Murray reports that the British chemical weapon laboratory at Porton Down, just 8 miles from where the incident happened, is unsure about what substance (if any) was actually involved:
It is unclear where the officer is thought to have contacted the alleged poison. Some reports said it was at Skripal's house, others say that it was at the bench where the Skripal's collapsed.

The UK still refuses to hand over samples of the alleged nerve agent to Russia for testing. This violates standard Organisation for the Prohibition of Chemical Weapons (OPCW) procedures. As Lavrov pointed out, the Convention Prohibiting the Use of Chemical Weapons states that where a country is suspected of using a chemical weapon, 10 days' notice must be given for the accused country to respond and the offending substance handed over. Instead, the British government just skipped over that part and plans to send the sample directly to the OPCW. It will be interesting to hear what they have to say, given that the OPCW last year verified that Russia has destroyed its entire chemical weapons stock and production capabilities (something the U.S., Israel, and the UK have yet to do.)

I have now received confirmation from a well placed FCO source that Porton Down scientists are not able to identify the nerve gas as being of Russian manufacture, and have been resentful of the pressure being placed on them to do so. Porton Down would only sign up to the formulation “of a type developed by Russia” after a rather difficult meeting where this was agreed as a compromise formulation.
…Until this week, the near universal belief among chemical weapons experts, and the official position of the OPCW, was that “Novichoks” were at most a theoretical research programme which the Russians had never succeeded in actually synthesising and manufacturing. That is why they are not on the OPCW list of banned chemical weapons.
Porton Down is still not certain it is the Russians who have apparently synthesised a “Novichok”. Hence “Of a type developed by Russia”. Note developed, not made, produced or manufactured.
